For lost eCard Plus

1. Call immediately any Union Bank branch to inform them that your eCard Plus is missing so they can block your account to prevent others from using it.
2. Execute an affidavit of loss duly notarized by a lawyer.
3. Go to any Union Bank branch and fill-up an eCard Plus replacement form.
4. Submit to the Union Bank personnel the accomplished eCard Plus replacement form with the Affidavit of Loss.
5. Pay the corresponding replacement fee of P300.00.
6. In a few weeks, you can get your new eCard Plus from the Union Bank branch where you applied or through snail mail

For damaged eCard Plus

1. Present your damaged eCard Plus at any Union Bank Branch.
2. Fill-up an eCard Plus replacement form.
3. Submit to the Union Bank personnel the accomplished eCard Plus replacement form.
4. Pay the corresponding replacement fee of P P300.00.
5. In a few weeks, you can get your new eCard Plus from the Union Bank branch where you applied or through snail mail

Important reminder:

You can still withdraw money from your eCard Plus through over-the-counter transaction at any Union Bank Branch. Just present valid IDs and your Union Bank savings account number.

How to enroll for eCard

If you are a new government employee or an old age pensioner or survivor, you need to enroll for your eCard to avail of the numerous benefits as a GSIS member.

For MEMBERS, here are the steps on how to enroll for your eCard:

Enrolling for an eCard

1. Bring two valid IDs (examples: company ID, LTO license, PRC license, passport, voter’s registration ID) to the nearest GSIS office nearest you
2. Accomplish an eCard enrollment form and submit it to the GSIS personnel assigned in the eCard enrollment area
3. In a few weeks, you can either get your eCard from the GSIS office where you applied or through snail mail

Upon receiving your eCard

1. Go to any GSIS Wireless Activated Processing System (G-W@PS) kiosk located at the nearest GSIS or major government office.
2. Place your eCard on the G-W@PS Kiosk card reader.
3. Touch the screen to select any of your pre-registered fingers.
4. Very lightly, put the finger you selected on the fingerprint scanner to activate your eCard

Other friendly reminders

1. If the finger you selected fails to get scanned, simply select another pre-registered finger.
2. You only need to activate your card once after you receive it.

You can use your eCard after five (5) working days after activating it. You can check your membership account or apply for loans using your eCard Plus in any G-W@PS kiosk nearest you.

For PENSIONERS ABROAD, here are the steps on how to enroll for your eCard:
Through the use of skype, a web-based software that allows users to make telephone calls over the Internet free of charge, pensioners abroad can enroll in the eCard.
To enroll in the eCard using skype as a pensioner, you must have the following:

1. a personal computer (either desktop of laptop),
2. a webcam, headset with microphone or PC speakers
3. a separate PC microphone, broadband internet connection
4. a well-lit and quiet area where the PC is placed
5. a passport and two more valid IDs

If you have all these things, you are ready to enroll for an eCard via the GSIS Voice Activated Processing System (GVAPS).

Enrolling for an eCard via GVAPS

1. Log on to www.skype.com and click on the downloading tool of skype and then click “run” when the file SkypeSetup.exe appears.
2. Once the download and installation have been completed, you have created your skype account. You must email your full name and skype username to pensionglobal@gsis.gov.ph
3. The GSIS will then reply to you via email stating the schedule of your skype video call enrollment
4. On the scheduled video call, you must make sure that your computer is turned on, including the webcam, microphone and speakers (or headset), and is positioned in a well-lit and quiet area. You must have your passport and two valid IDs ready and then log on to www.skype.com and wait for the video call.
5. A GSIS representative will then call you on your scheduled date and time of video call. Right there and then, the GSIS representative will enroll you in the eCard.
6. Once enrolled, the eCard will be mailed to you abroad within one week.

Upon receiving your eCard abroad

1. You can use your eCard to renew your active status on your birth month using the GVAPS
2. You will receive your monthly pension and withdraw its proceeds from any ATM abroad with the VISA PLUS sign
3. You can apply for a pension loan using GVAPS, and as an official GSIS ID.

GSIS Housing Loan Restructuring and Condonation Program

Housing Loan Restructuring and Condonation Program

As an offshoot of Republic Act 9507 or the Socialized and Low-Cost Housing Loan Restructuring Act of 2008, the GSIS is implementing the Housing Loan Restructuring and Condonation Program, which covers housing loan obligations of delinquent borrowers with accumulated arrearages equivalent to at least six monthly amortizations, regardless of the original principal amount of the loan.

The Housing Loan Restructuring and Condonation Program was implemented on April 16, 2009 and will run for 18 months.

The amount of restructuring shall be the sum of the outstanding loan principal, unpaid principal, accrued interests, insurance premiums, taxes, foreclosure and other incidental expenses, less downpayment and discount on accrued interest, if any.

The restructured balance shall be imposed an interest rate of eight percent per annum compounded annually, fixed throughout the loan term.

The maximum term of the restructured obligation shall be 30 years, but should not exceed the difference between the borrower’s age at the time of application and number 80.

There will be no processing fee or downpayment requirement for this program. Moreover, discount on unpaid interest shall be given to borrowers who will pay, partially or in full, their outstanding balances with the GSIS. A payment of 25-49 percent of the outstanding balance is entitled to a 10 percent discount; 50-74 percent payment, 20-percent discount; 75-99 percent, 30-percent discount; and 100 percent, 40-percent discount.


Who are eligible to apply for the Housing Loan Restructuring and Condonation Program?

Those covered by the program include:

* borrowers/installment buyers of covered accounts notwithstanding that the same borrowers/installment buyers have availed themselves of the benefits of a previous condonation and loan restructuring program
* the legal heirs of deceased borrowers/installment buyers with unpaid loan balances after application of the proceeds of the Housing Loan Redemption Insurance, if any
* successors-in-interest of housing loan borrowers, who have assumed the original mortgage or of installment buyers who are assignees of Deed of Conditional Sale, as supported by legal documents, including Special Power of Attorney, duly approved by or with consent of GSIS.

Who are NOT eligible to apply for the Housing Loan Restructuring and Condonation Program?

Those not covered include:

* any account without a single payment since the effectivity of deed of conditional sale, deed of real estate loan mortgage, and/or restructuring agreement
* an account under a contract-to-sell that has been cancelled
* an account that has been foreclosed and the redemption period has already lapsed
* an account involving a housing unit has been abandoned by the borrower-owner for more than one year from the date of delinquency
* an account involving a housing unit is occupied by a third party other than the original registered beneficiary or his/her legal heirs/successor-in-interest
* an account that has been surrendered to GSIS through a dacion en pago (payment in kind) the title of which has already been consolidated/transferred in the name of GSIS.

How can members apply for the Housing Loan Restructuring and Condonation Program?

To apply, interested members just need to get an application form from the Housing and Insurance Group of the home office or from an HI Unit staff in other servicing offices. The list of documentary requirements the applicant needs to submit are indicated in the application form.

After the completion of all the requirements, the applicant needs to submit these along with the accomplished application form to the HIG or HIU (branches) for evaluation.

Interested homebuyers need not pay an application fee and minimal documentary requirements are needed.

There is, however, a service fee which is three percent (3%) of the loan amount, and a Notarial Fee equivalent to one peso for every One Thousand pesos of the purchase price.
The GSIS's Pre-owned Properties Program has easy and multiple payment options, which include over-the-counter payments, post-dated checks, and salary deductions for members. A three-month grace period is also given before payment of the first monthly amortization.

GSIS Housing Loan Program

Under the Housing Loan Program, GSIS is offering its members a basement low interest rate of only eight percent per annum compounded annually, regardless of the approved loan amount, fixed during the whole repayment period from a minimum of five years to 30 years.

The Housing Loan Program covers the purchase of a residential lot or residential house and lot covered by the Transfer Certificate of Title (TCT) or an Original Certificate of Title (OCT), as well as a part of the entire parcel of real property which is intended for residential use and is covered by the Condominium Certificate of Title (CCT).

The repayment of loan shall be in five, 10, 15, 20, 25 or 30 years but should not exceed the difference between 80 and age of borrower at the time of application.

The loan shall be paid either through payroll deduction, post-dated checks or direct payment.

The maximum loan amount that can be granted to a member shall be the lowest of the following: 90 percent of the appraised value of the property; the selling price; the maximum loan amount computed based on the paying capacity; and the amount applied for.

In case the paying capacity of the principal borrower is not sufficient to cover the monthly amortization of the loan applied for, one co-borrower may be allowed provided the co-borrower is a GSIS member who has the same qualifications as the principal borrower and is related to the borrower within the 1st degree of consanguinity or affinity; or a non-GSIS member who is the legal spouse of the principal borrower or is a relative up to the first degree of consanguinity, with most recent Individual Tax Returns for three years prior to the loan application.

A member can only avail of one loan under this Program.

Who are eligible to apply for the Housing Loan Program?

The following GSIS active members are eligible to apply:

1. permanent and regular government employee
2. temporary, contractual, or casual employee who is in active status with at least three years of continuous service immediately preceding the filing of application
3. elected official and co-terminus employee who are in active status with at least one year of continuous service immediately preceding the filing of application.

The applicant’s agency must also not be suspended due to non-remittance of the mandatory social insurance contributions and any loan amortization. This shall be a continuing requirement until the release of the loan proceeds.

How can members apply for the Housing Loan Program? To apply, interested members just need to get an application form from the Housing and Insurance Group of the home office or from an HI Unit staff in other servicing offices.

The loan bears an interest rate of 12 percent payable in three years.

Who can avail of the Cash Advance Loan?

To qualify for the P10,000-Cash Advance Loan, a member must have at least three correct premium for personal and government share within the last six months prior to application of the loan.
A member can avail of the P10,000-Cash Advance Loan only once.

How can members apply for the P10,000-Cash Advance Loan?

A member can apply for the P10,000-Cash Advance Loan using the GSIS Wireless Automated Processing System (G-W@PS) kiosk installed in all GSIS servicing offices and select government offices nationwide.

The Emergency Loan bears an interest rate of eight percent per annum and payable in equal monthly installment for a term of three years.

If the member-applicant still has an outstanding emergency loan, this will be deducted from the proceeds of the new loan.

Who can avail of the Emergency Loan?

To qualify for the emergency loan, the member-applicant must be: a bona fide employee of the government office within the declared calamity area; be in active service and not on leave of absence without pay; has no pending criminal or administrative charges; has no arrearages in the payment of mandatory social insurance contributions; and has no loan that has been declared in default.

In addition, the agency of the member-applicant must not be suspended due to non-payment and non-remittance of premiums and loans.

For a calamity-hit area, it must be declared in a state of calamity by its Sangguniang Panlalawigan/Panglungsod and approved by the GSIS Board of Trustees before members working in government offices in the said area become eligible for the Emergency Loan.

How can members apply for the Emergency Loan?

Eligible members can avail of the Emergency Loan using their eCard Plus on any GSIS Wireless Automated Processing System (G-W@PS) kiosk installed in all GSIS servicing offices and in select government offices in different parts of the country.

To apply for the Emergency Loan using the kiosk, a member needs to first place his eCard Plus on the card reader of the kiosk. Then, he needs to place any of his pre-selected fingers on the fingerprint biometric scanner of the kiosk. Using the touch screen monitor of the G-W@PS, a member must select “emergency loan” from the list of loans available on the loan menu and follow the simple instructions that will be displayed on the screen to complete the transaction.

Eligible members can also apply for the Emergency Loan through over-the-counter (OTC) application to be filed in GSIS offices covering the abovementioned calamity-declared areas. To apply for the emergency loan via OTC, eligible members have to accomplish an application form.

A tentative computation of their loan proceeds and monthly amortization will also be shown to member-applicants when they apply via G-W@PS kiosk or OTC.

A member who has been in government service for at least 10 years can avail of a Conso-Loan equivalent to 10 months of their monthly salary. The minimum creditable years in service a member has to have to qualify is 20 months, with the Conso-Loan proceeds equivalent to three months of his monthly salary. The gross loan amount shall be a multiple of the basic monthly salary (BMS), depending on the member’s accumulated record of creditable service (RCS), to wit:

Making life easier for availing members

The GSIS offers you with an “award system” when availing of the Conso-Loan.

The Conso-Loan is a consolidation of five different loan products into one—Salary Loan, Restructured Salary Loan, Enhanced Salary Loan, Emergency Loan Assistance, and Summer One-Month Salary Loan. By availing of the Conso-Loan, you automatically fully settle your obligations from these loans.

You likewise receive an automatic condonation from the outstanding penalties or surcharges incurred from the abovementioned loans.

Thus, the Conso-Loan provides you with the opportunity to restore your status as a member in good standing and lower your monthly amortization, especially if you are experiencing difficulty in paying your loans and have incurred arrears, penalties, and surcharges.

The privilege of having the penalties condoned can be enjoyed only during the first availment of the Conso-Loan.

The Conso-Loan is renewable as long as there are proceeds available. The loan is payable in six years. The loan will be charged a minimal rate of 12% based on diminishing balance.

Who can avail of the Conso-Loan?

1. Active members with no pending administrative or criminal case are qualified to apply for the loan, provided their agency remitted at least 3 correct monthly premium payments (both personal and government share) within the last 6 months prior to the filing of the application.
2. Must not be on leave of absence without pay.
3. Members’ net take-home pay should be sufficient to cover the regular monthly amortization.
4. Members from suspended agencies are not qualified to avail of the Conso-Loan.

How can members apply for a Conso-Loan?

Members with a GSIS eCard Plus can apply for the Conso-Loan via the GSIS Wireless Automated Processing System or G-W@PS kiosk placed in all GSIS servicing offices and select government agencies. Those still using the old eCard can apply for the loan, over-the-counter, in their servicing GSIS offices.

To apply for a Conso-Loan loan using the kiosk, members need to first place their eCard Plus on the card reader of the kiosk. Then, they need to place any of their pre-selected fingers on the fingerprint biometric scanner of the kiosk. Using the touch screen monitor of the G-W@PS, members must select “Consolidated Loan” from the list of loans available on the loan menu and follow the simple instructions that will be displayed on the screen to complete the transaction.

When a member or pensioner dies, his or her beneficiaries are entitled to cash and/or pension benefits, subject to the existing rules and regulations on survivorship and policies on the maximum amount of survivorship pension.

Beneficiaries are entitled to a P20,000 funeral benefit payable upon the death of a member or old age pensioner.

The requirements to avail of the burial benefit are:
1. NSO-certified copy of Death Certificate
2. NSO-certified copy of Marriage Contract
3. Affidavit of funeral expenses
4. Official receipt of funeral expenses with the name of the payee (if claimant is other than the spouse)
5. NSO-certified copy of payee's birth certificate (for non-GSIS members or non-GSIS eCard holders).

The Employees' Compensation (EC) benefits or disability benefits is a compensation package for public and private sector employees and their dependents in the event of work-related injury, sickness, disability or death. The EC is a purely employer-based contribution benefit. Thus, the employee is not required to contribute any amount to the program. The employee compensation benefits are in the following options:

1. Cash income benefits for disability or death
2. Medical and related services for injury or sickness
3. Rehabilitation services ( in addition to monthly cash income benefit) for permanent disability

The benefits given to the employee or his beneficiaries are in the form of:

1. Daily cash income benefit for temporary total disability (TTD)
2. Monthly cash income benefit for permanent total disability (PTD) on a lifetime basis
3. Monthly cash income benefit for permanent partial disability (PPD)
4. Monthly cash income benefit for death, also on a lifetime basis, except for benefit paid to secondary beneficiaries, which is a monthly pension not to exceed 60 months but not less than fifteen thousand pesos
5. Medical services, appliances and supplies for injury or sickness
6. Rehabilitation services for permanent disability
7. Carer's allowance for permanent disability.

The Compensability Conditions are as follows:

1. Injury must be the result of accident arising out of and in the course of employment.
2. Sickness must be listed /considered an "occupational disease"; or even if not listed as one, it must be shown that the risk of contracting the sickness is increased by the working conditions.
3. Disability/Death is caused by work-connected injury or sickness

There are exceptions to Compensability or injury, sickness, disability or death. These exceptions are applicable when any of these is due to the employee's:

1. Intoxication or drunkenness
2. Willful intention to injure or kill himself or another
3. Notorious negligence
4. Not work-related

Disability benefits are benefits granted to a member due to the loss or reduction in earning capacity caused by a loss or impairment of the normal functions of the employee's physical and/or mental faculties as a result of an injury or disease.

The loss in earning capacity shall be determined on the basis of the following:
1. The employee's actual loss of income from the usual occupation

2. The capacity to engage in any other gainful occupation because of impairment

A disability may either be:
Permanent Total
Permanent Partial
Temporary Total

Injuries resulting in any of the following are deemed Permanent Total Disability (PTD)
a. Complete loss of sight of both eyes
b. Loss of two limbs at one or above the ankle or wrist
c. Permanent complete paralysis of two limbs
d. Brain injury resulting in incurable imbecility, insanity or other irreversible conditions

The benefits for Partial Total Disability are as follows.
1. If the member is in the service with less than 15 years of service, benefit can be either:
a. Basic Monthly Pension

2. If the member is in the service with at least 15 years of service, benefit can be either:
a. Basic Monthly Pension
b. Cash payment of 18 times the Basic Monthly Pension

3. If the member is separated from service with 36 monthly contributions within the 5-year period immediately preceding PTD, benefit can be either:
a. Basic Monthly Pension

4. If the member is separated from service with 180 monthly contributions prior to PTD, benefit can be either:
a. Basic Monthly Pension

5. If the member has at least 3 years service with contributions, but PTD occurs 5 years after separation from the service, benefit is:
Cash payment equal to 100% of AMC X Service (but not less than P12,000) payable immediately. No more separation benefit shall be paid in the future.

Injuries resulting in any of the following are deemed Permanent Partial Disability (PPD)
Complete and permanent loss of the use of: any one finger, any toe, one arm, one hand, one foot, one leg, one or both ears, sight of one eye or such other cases as may be determined by the System

The benefits for Permanent Partial Disability are as follows:

Retirement Under RA 8291

Five-year lump sum or cash payment with instant pension—choose your personal reward.
Retirement under Republic Act 660

Also called “Magic 87,” this option provides both annuity and lifetime pension.
Retirement under Republic Act 1616

Refund your GSIS premiums with this “take-all” option at the same time get gratuity payment from your employer.

Portability Law (RA 7699)

Combine your GSIS and SSS creditable years of service to qualify for retirement program offered by both pension funds.

Retirement under Presidential Decree 1146

Only those who have been in government service after May 31, 1977 but before June 24, 1997 can avail of this retirement program. Retirement under PD 1146 gives you a choice between a Basic Monthly Pension (BMP) and Cash Payment.

Policy loan is a loan program which you can avail from your GSIS life insurance policy.
There are two kinds of compulsory GSIS life insurance programs which are automatically granted to you the day you enter government service: the Enhanced Life Policy (ELP) and the Life Endowment Policy (LEP).

ELP provides cover for you if you entered the service after July 31, 2003. Members whose policies have matured will also be covered by ELP. The maximum loanable amount you can avail of under ELP is up to 90 percent of the accumulated termination value of this policy.

On the other hand, LEP refers to the life insurance policy issued to you if you entered the service prior to August 1, 2003. The maximum loanable amount you can avail of under LEP is up to 50 percent of the accumulated termination value of this policy.

You can choose to either pay your Policy Loan through monthly amortization or have it count against your existing life insurance policy contract.


The Policy Loan bears an interest of 8% compounded annually.

How can a member apply for the Policy Loan?
A member can apply for the Policy Loan using the GSIS Wireless Automated Processing System (G-W@PS) kiosk installed in all GSIS servicing offices and select government offices nationwide.

Who are eligible to avail of the Policy Loan?

A member who has been insured for at least one year may be granted the Policy Loan. The availing member must also have updated premium payments and has an active policy to be eligible under this loan product.

Optional Policy Loan

A member has an option to avail of an additional life insurance without any limit to his life insurance coverage. When availing of the Optional Policy Loan, a member can choose to either pay it through monthly amortization or have it count

About GSIS Enhanced Life Policy (ELP)

About GSIS Enhanced Life Policy (ELP) 

The ELP seeks to enhance the death benefits of your family and, at the same time, to simplify the administration of the compulsory life insurance component of the GSIS benefit program.
What are the features of the ELP?

The insurance coverage shall be a yearly term renewable life insurance cover based on your fixed monthly compensation.

The policy shall have neither a maturity value nor fixed insurance cover.
The computation of insurance cover shall be based solely on your annual compensation while you are in government service, multiplied by a predetermined amount of insurance (AOI) factor.

Your age and length of service will no longer be a factor in determining the amount of your insurance coverage.

The ELP will also earn cash value in the form of termination value, which you can withdraw upon separation or retirement and shall be the basis of your yearly cash dividends and policy loan.
An automatic premium loan (APL) facility secured against the policy’s termination value shall also be provided to answer for nonpayment of premiums.

The ELP may lapse if no payment of premiums is effected within a prescribed period but may automatically be reinstated or reissued without the need to issue a new policy once you resume payment.

Who are covered by the ELP?

You are covered by the ELP if you are:
A government employee who entered the service after July 31, 2003, and are hence eligible for GSIS regular membership under RA 8291.
An existing regular GSIS member who will opt to convert your existing LEP into ELP.
An existing regular GSIS member whose LEP lapsed by reason of nonpayment of life insurance premiums and whose policy matured on or after August 1, 2003. You will be issued the ELP if you continue to be in active service.

What is the effectivity date of the ELP cover?

If you are a newly appointed government employee, the effectivity date of cover shall be the date of appointment.

If you are an employee whose policy matured on or after August 1, 2003, the date of cover shall be the day following the date of maturity of your LEP.

If you are an employee who opts to convert from LEP to ELP, the date of cover shall be the GSIS’ approval of the conversion.

What is the evidence of your coverage under the ELP?
As a member covered under the ELP, you shall be issued a certificate of insurance policy (CIP) with your GSIS ID number as the reference number. Only one policy certificate shall be issued during your lifetime.

Who are your beneficiaries under the ELP?

In the event of your death, the proceeds of your life insurance coverage shall be distributed in accordance with the provisions on intestate succession of the Civil Code and in the order of the following beneficiaries:
Primary beneficiaries: Legal spouse and legitimate children

In the absence of primary beneficiaries: The acknowledged natural children and surviving ascendants.
In the absence of the above relatives: The relatives within the fourth degree of consanguinity.

How is your death benefit computed under the ELP?
Your death benefit shall be computed based on your last monthly salary immediately preceding your death and to which salary the corresponding life insurance premiums were paid and remitted to the GSIS.

How much is the termination value earned under the ELP?

The termination value earned under the policy shall be equivalent to 25% for every monthly life Insurance premiums that have been paid in full, either by direct remittance or through an automatic premium loan (APL). The accumulated termination value shall increase at such rates as may be computed by actuary.

Who are members under LEP?

• All employees who entered government service prior to August 1, 2003 and receiving monthly compensation irrespective of employment status and who have not reached the mandatory retirement age.

• Members of the Judiciary and its equivalent rank and the Constitutional Commissioners who entered government service prior to and after August 1, 2003.
Age bracket

The type of insurance plans issued to members depends on the age nearest the member’s birthday at the time of effectivity, as follows:

30 years and below Endowment at 45
31 years to 40 Endowment at 55
41 years to 59 Endowment at 65
60 years and over Ordinary Life

Benefits



Maturity benefit - As defined in the policy contract, this benefit is payable upon maturity of the endowment policy and is equivalent to the original amount of insurance plus the supplementary/ies added to the original amount of insurance. Outstanding balances in the member’s policy loan and automatic premium loan will be deducted from the proceeds.

Surrender benefit - The amount to be paid is the cash value of the policy at the time of separation less all indebtedness of the member.

Death benefit - This is equivalent the total amount of insurance (original plus supplementaries) less total indebtedness shall be paid to the designated beneficiaries or legal heirs as the case may be.
Policy Loan - A member who has paid more than 1 year’s premium contributions shall be entitled to avail of the policy loan up to 50% of the earned Cash Value subject to interest of 8% per annum compounded monthly and renewable yearly.

Dividends - A policyholder whose policy has been in force for at least one year is may receive dividends as may be determined by the Actuary

Policy Loan

Policy loan is a loan program which you can avail from your GSIS life insurance policy. The unique features of the Policy Loan are: (a) payment is not mandatory (unlike other GSIS loan products) and (b) it is renewable every year.
